Estonian Patients’ Advocacy Association (founded in 1994) is an NGO whose primary goal is to advocate for the rights of health care service users in Estonia. EPE provides advocacy services in 4 regions in Estonia (Tallinn, Tartu, Pärnu and Viljandi), carries out broad education work about patients’ rights and advocates for systemic changes in the Estonian health and social care system.

The Estonian Psychosocial Rehabilitation Association is an organisation of mental health professionals who share a holistic view of mental health services. The Association promotes the integration of biological, psychological and social therapeutic approaches for the rehabilitation of persons with long-term mental illness. The Association's multidisciplinary membership is made up of psychiatrists, social workers, nurses, occupational therapists and special education instructors.

The Association's Charter, drafted in July 1994, establishes three key areas of activity:

  • Initiating and supporting the education of Estonian mental health professionals in the knowledge and values of psychosocial rehabilitation
  • Initiating and supporting projects which involve the social integration of persons with long term mental illness
  • Initiating and supporting research into the social integration needs of persons with long term mental illness

Founded in February 1997, Non-Governmental Organisation Independent Life (IL) is dedicated to helping those with mental illnesses and disabilities gain appropriate training, employment and housing in Estonia to achieve greater independence and self-worth as citizens.

In our handicrafts workshop, a manager assists the artists in creating a flexible and open environment that provides first for their health and then their opportunity to work, enabling them to create beautiful works of art. They are taught silkscreen art and free-hand drawing techniques in making their handicrafts, which include gift cards, scarves and table linens, framed paintings, stuffed animals, and business cards. We provide a variety of services:

Social Support - We help with social problems through individual and peer counselling
Assessment - We assess participants' abilities, preferences, and motivation for working and independent housing
Pre-work Counselling - We find the best possible work and profession for participants
Training - We provide theoretical and practical training centred on work and work relations
Employment - We offer transitional or supported work to those who complete through a 6-month training programme
Housing - We assist with supported living arrangements
Day Care - We provide activities for those with very severe psychiatric disorders
Advocacy - We communicate with and lobby the national and local governments on behalf of those with mental health needs
Research - We gather information through market research and needs assessment studies regarding the situation and opportunities for those with mental illness

We recognize that individuals are best served when these services work seamlessly together and in cooperation with others who are dedicated to providing for the needs and rights of those living with mental illness.

Meelerahu is a self-help group which was founded in 1991 within a psychiatric hospital, and was registered as an independent NGO in 1999. It has around 10 members and its activities include the provision of meetings for members, support of users of psychiatric services, information (through Association of Mental Health Organisations of Estonia) and participation in training organised by various organisations, including Hamlet Trust.

Founded in October 1998 in Tartu, NGO Davy is a voluntary union of mental health service users and ex-users. The purpose of NGO Davy is to support self-created activities of people suffering from mental disorders.

NGO Davy encourages people to improve their functioning by providing courses and maintaining self-help groups, setting up various projects, organising events for better use of leisure time, and cooperating with similar organisations.

We currently conduct lectures for mental health professionals and participate in creating mental health policy of Estonia. We are keen to help other users and ex-users of Estonia to create self-help groups. We would like to involve more people in the activities of NGO Davy, and to help them to integrate into society.
